As part of EU Green Week Partner Event 2025, we invite you to the launch of our new policy brief: "Accelerating Circularity and Competitiveness in Europe through Product-as-a-Service". Developed by the PACCT for Sustainability community, this policy brief is designed to inform EU institutions and shape the Circular Economy Act 2026.

To reach its climate goals, the EU must double its circularity rate — from 12% today to 24% by 2030, as set by the Clean Industrial Deal. Achieving this target requires more than technological advances: it demands business model innovation. That’s where Product-as-a-Service (PaaS) models come in. By shifting from ownership to usage-based services, they help companies reduce environmental impact, optimize resource use, and build long-term competitiveness.

This in-person event will bring together policymakers and sustainability experts for a interactive session with the authors of the policy brief.

Agenda (2 hours):

5:00pm – 6:00pm : Presentation of our policy brief and Q&A session
  • Overview of the Product-as-a-Service (PaaS) model and its benefits
  • Presentation of our recommendations to accelerate the development of PaaS models
  • Q&A session
6:00pm – 7:00pm : Open discussion & Networking
  • Informal networking and open discussion over drinks and light refreshments, where policymakers and sustainability experts will have the opportunity to exchange ideas, ask questions and provide feedback on the policy recommendations.
